I'd be in a shortly, mainly for wind chill. I'd happily go for dip and float around in the water at that temperature in the budgie smugglers.

My vote is for boots only, don't wear gloves. Rather cold than the arm pump. When kitesurfing in really cold weather/water like here in the Netherlands at the moment you need gloves or you cant go, its nog a choice.. Fair enough, of course I'm only commenting on my conditions. I ride all year South...

Nope, that's telling your windsurfing wife you want to be a kiter :) When I told my wife (medical person) that I was more interested in kitesurfing than racing motorcycles she said good, that's a lot safer than the class you were racing in (where in 10 years 2-1/2* out of about 80 in my class died ...
