The gustiest kite spot I've ever ridden is Hood River. Winds from 20 kts to 45 kts in minutes. I took different kites specifically for these conditions. Forget the brand name for a minute. Look at the range of the Rebel 6M and whatever the range is divide it by half to give you the range he could ride in. Due to his low weight in theory he should be able to ride in 12 kts no problem.
