Rental is not very cheap, but easy to do. There are lots and lots of kite shops.

Not sure how good the wind will be in April. That is already towards the end of the season.

I've been twice in November and December and the wind was good. Not amazing.

Ive not been in the winter: although I've spent tons of time in the summer. I've been told the wind is weaker than summer, less consistent (so big kite weather), and comes from the north rather than the south. It also cycles in three four day patterns or something like that. I would go to Hua Hin and bring your golf clubs. If there is wind, rent a kite. You will be happier this way.

HH has a strong Swedish and retirement community (few Russians). There are plenty of not so attractive B list girly bars on Soi Binthabaht if you are into mongering.

Eran in Hua Hin usually has a pretty good stock of kites. He sells a whole bunch of brands but recommends Cabrinha for Thailands shitty wind.

I would recommend a big kite 12 or greater is good. I would recommend a big board. The bigger the better. I would recommend being thin and light to begin with. If you are a 60 kg guy then you can probably get away with a 10 meter on most days. I'm 85 kgs and I find it to be almost always dissappoint...

Feb-April is probably the best time. There is a thermal effect, but it's not particularly strong. You need a big kite especially if you are >80 kgs or more.
