You can buy high Y bar on sale for similar money as low V, its just that there are way more option for low V.
Another mind f*** is that you can put spliter on low V making it Y if you like

Egypt is brilliant with regards to kitesurfing fun to cost ration. It can be a bit boring if you don't kite but there are some scuba diving options in many hotels and water parks. With 6k budget you should be able to afford 2 weeks in nice hotel.
