Tarifa is nearly always a safe bet. In october its not so crowded, and you can kite a lot of places which is not allowed in summer. Have not been to Algarve yet, but think wind there is thermal like most of Portugal so probably not so good in fall. If you can afford it, book the travel in last minut...
