There is kiteboarding area in south... front of playacar area if i remember right. there is also at least 2 kite schools... on their site there's pretty much all the info you need.
I would rent a car and go to isla blanca (2h drive). It's an awesome spot.

Check out kite addict colombia fb/webpage, there are prices and more or less everything you need to know. I rented gear from them and the deal was pretty ok. there is also more kite schools around.
Those are quite different kites and it really depends on what you want. In general I think it's quite difficult to find a kite which is good in surf and for big jumps and so much better in light winds than your 11m2 sb. I just arrived to Cartagena today too and going to stay probably 2-3 nights here before heading north! I Don't have my gear with me since it's more backpacking this time, but might be looking for rentals if it's blowing.
You might be able to launch from the beach without problems (at least I saw one dude doing that last Jan), but the official kiteboarding area is few kilometers down south from the main beach.
