I found that shortening the line length smooths out gusts at my local spot. I forget the exact length, but I routinely use 17M -18M for my 2.5M-9M kites. I have repaired bladders like this with tear aid. I usually cool tear -ad (i.e ice pack) and patch most of the inside first, trying to get everything lined up and flat Then patch the outside making sure to avoid any wrinkles. Working with cold tear-aid allows you to reapply in case there is a mistake.

I have always used Dakine. But I have been wanting to try BodyGlove, as they make the most comfortable PFD on the market.

Looks like an 04. I think those had a snow kite attachment on the rear of the kite (never tried it). I think those had a pump attachment that can be used as a 5th line, to make relaunch easier. Should be fine for light winds. Just go to leash when it gets too windy, 5th lines are safe. Tune the kite...

Currently, I use 7, 9 & 12 LEI (Fone Bandit with twintip) which is great. I used to do this for booties (stink) but realized that vinegar is bad for glue.
If your bar has EVA pads glued on it, they may start to delaminate.
