A lot of that is theory. There is not much difference of lowest wind but preference. Some like low end power without working the kite too much, so 15m. Some prefer to loop a smaller nimble kite and once foiling no need for much pull so 12 13m max. It is up to you. Story of 5 or 6 knots hard to judge...

I agree overall 15m will be sluggish compared to 13 not much better low end but smaller wind range.
Long lines make a big improvement yes, extends wind window and power.
I use 28m with a 13m gong unik.
