I am not sure of that. To show apparent wind, you the value of the real wind must be fed. Will need to check if somewhere in the program you're supposed to give the wind speed. Take a look at Appendix F in the RRS link you posted, they have the kite specific rules:
"Zone The area around a mark within a distance of 30 metres. A
kiteboard is in the zone when any part of her hull is in the zone"

just go to your local boat supplies shop and get the next gauge larger screw and screw it in. The plastic inserts are big enough to be over-sized several times without problems. Formula is dead so there's no stupid release dates anymore. I'd guess you'll see new kites at the first Hydrofoil Pro Tour stop, and probably the top guys will have proto's year round. It's a development class :)
