Well I use the same bars for depower settup and pulley settup. They have a hole in the middle, just have to be stronger in the middle too, that's all. Phil I hate to disagree mate but you don't surf and kite in the same conditions or with the same gear necessarily. Yeah, kiting can be colder than surfing, and surfing can be colder than kiting. It depends on the water and air temperature and what you're wearing. Yeah use a QR fixed harness line. You can spin the bar to sort the lines than hook out to sort the harness line, or just spin the bar in your hands, or spin yourself the other way. It also depends on the conditions. In summer I'll kite beaches with less safety zone in lightwind. In winter and stronger/gustier winds I go to a bigger beach.
