The rumor I heard is that the guy is a professional level rider and his prior jump over the pier was successful, with video evidence that I've personally witnessed.

Wind was very gusty Friday.

Thoughts and prayers for the rider's recovery...

The kite can pull the same regardless of the line length. Shorter lines make the flying window smaller, so that the kite has a little less room to accelerate and the operator has a little more time to react. I can't imagine that an umbrella, a grocery bag, or even a tiny parachute have all that much possibly for efficient use. Seems to me that all these ideas got tried out more than 25 years ago, and a wing or any old kite would be way more efficient. Suit yourself if you are on a really efficient hydro...

Lol. At $5,000/ kite for ten kites, it's gonna be charity work with no guarantee on a successful outcome ... The kite market is super competitive. If there really was even a tiny slice of the pie available, you can bet one of the major (or even minor) manufacturers would have jumped at the chance...
