Since you only need stiffness between your feet and the foil maybe this part could be stiff (A big carbon plate?) and then all volume that helps with touch down transitions could be inflatable

Back in 1998 or 99 I was just starting out and had been learning to fly a foil ok, but not fully dialed and went to maui to windsurf. I had a tuttle box that my foil was going a bit too deep into and shimmed it front and back with strips cut from a beer can. Also used to use these for windsurfing fins and works very well.
