at first of all it seems 50:50 whether it has been a Rebel or another model.
All witnesses agree on a modern (2008) 5th line kite and You would expect no trouble with a line tangle near the kite with the safety system in question.
At second please would You give the date and place of the other kitelooping accident with a Rebel?

To get my point quite clear: I am not affiliated with any brand and i do look to the very detail when analyzing an accident, but i didn't find anything brand/model specific in this case.
