If your bigger kite will take you into the 20's, Go for the 7 - you can take the 9 over 30, but the 7 will be much more fun - I bought 07 fuels and kicked my self in the ass everyday this winter wishing I had got a 7 instead of 9 - The 7 will go about as far as you want to go in top end and the 9 gets really juicy over 30

I'm always getting overpowered on my 9m fuel when the wind gets above 30 kts. I weigh about 160 lbs.

thanks for the info guys! olso whats better, bow for light wind and c for high wind? what sizes are better if you like to have a bow and a c kite as a 2kite quiver??? i personally dont like big kites and preffer using a big board for light winds (138x44), so what is best kite combo for 11-30+ knots? summer winds usually 11-18, winter 18-25 except 10days per year 25-35.
