Cuba or Cabo Verde in August September?

Could smb suggest me what places from these two …….. I can go to in August - September ? which one I could choose? spots? school?

I don´t think the wind on Cabo Verde gets going until dec/jan.

Maybe you will suggest me some countries & spots you’ve been to at that time.
It would be expect constantly wind (of course:)) and may be exotic country

Varadero Cuba in september is the place, winds coming from N and NE (15 - 24 knots average)

24 km downwind, easy access to any part of the town (Varadero), rideable spots in any wind direction. good luck!
