I had a both of these kites:
Pro:
- huge jumper - excellent big air kite
- excellent up wind
- turning - average at best
- huge wind range
- relaunch - not good in lighter winds
- not a good wave kite
Waroo:
- average jumper
- upwind - average
- turning - faster than Pro
- wind range - good but not as good as WP
- relaunch - good
- waves - better kite for waves

The 2008 Waroo probably has a more usable low end. I have a 9m Waroo Pro, one of my favorite kites ever, but it really needs about 25 knots to shine. Less than that, you will be going upwind but underpowered. However when it all comes together and you send it, hold on.
