Montrose Beach is the only beach allowing kiting in Chicago.
At one point it was banned. A local, Skysurfer, has worked his rump off and got the ban lifted.
Chicago is so messed up, that even
surfing was banned until last year!
If you go to
http://www.chicagokitesurfing.com, it's pretty well documented. There is a sticky post at the top of the list in the "where to ride section"
The basics are that every kiter has to have a iko or pasa certification. Then they can get a free streamer for their kite. Without it, you can't ride. There are still always problem kiters though. So who knows how long it will last.
The fact is, the City of Chicago has nothing to gain, and much to lose if there is ever an accident.
My solution, I moved.
Good luck!
