The size of your board and the average wind strength will matter as will your riding style...is it more 13 knots..or more 18 knots?
The Naish 10 Park is a super nice kite. Might be worth taking a look at. It is fast turning..drifts well, and have a huge windrange. Depending a little on the above of course.

If you have a chance test the new 2011 Epic Renegade 11m . I can ride it early and i way more they you do. Its really nice for waves. I didnt expect to like this kite as much as i did.
If you like a bit more power maybe the 12m or 10m Epic screamer could be your kite.
I think you will love the kite.
Same goes for the park kite mentioned above. good kite. Although i dont know what it was made for.
I guess most kites in range 12/10m would do the trick.

OK, you're a surfer but, are you learning to kitesurf ? already know how to kite?
Delta style kites are getting some demand on both begginers and/or kitesurfers.
Any brand will do but go 12 mtrs. and up.
For you my friend and those conditions , 14mtrs. at least.

A 14M delta in the waves??? ugh. I'm about the same size and a 10M Evo is about the biggest kite I ride in the waves. A 14 is a PIG

I'm a 98kg & 6ft 5 tall kiter 10 years experience, surfed 30 years, I kite 3-4 times week in Western Australia, I use a 2011 9m rebel in winds 15knots up to 25 knots easly, perfect power, great upwind, and great for strapped / un strapped. I use a standard 6-4 surfboard un strapped & a custom stapped surfboard when I want to go hard. I also have a 2011 12m Rebel kite I haven't used this season. I only use this 12m kite when it is 15knots or less. Kite season in Western Australia from September to April. I use a 7m Rebel from 18knots to 30 plus. Thre is alot of shit about when people talk about being heavy and kiting, just use a standard sizing / volume surfboard, that can handle the hammering. I use a 6-4 channel island tuflite, a 6-6 standard firewire Altinator for super lite wind / 15knots and less & a custom 6-4 Delta strapped surfboard. I can ride all boards in winds up to 35 knots no problems, so the crap you hear about having to ride super short surfboards for powered strapped kiting in strong winds is total shit. My standard strapped boards I use sub 15 knots up to 35 knots in surf from 1ft to 10ft plus. The key to being aheavy kiter is the correct lenght and volume. Most weeks in Western Australia we get reliable afternoon winds from 15knots up 30plus.

Long time surfer, only kiting 3 years. For what it's worth......Since your a surfer, you will probably develop a different style than most when riding a surfboard. As opposed to riding powered all the time, you will stay deeper in the pocket and use less, if any, power from the kite. You will naturally use your legs more to generate speed and turn(like surfing). Forget the straps, they will hinder your natural surfing style. As John stated, stick to boards you would normally surf with(not the one's you cherish). Tuflites are the strongest, Firewires second. I ride and own both. In regards to kites, find one that is stable, drifts, turns well when depowered, built well, and re-launches fairly easy. I weigh 195lbs and prefer big board/small kite combo(usually ride 6'2" to 6'4"). Here are some kites that have worked well for me.
Cult, Rebel, and Renegade.
Good luck
