Leo Carillo Beach its in Malibu right of the Pacific Coast Highway....Get ready to do some walking cause you can't launch and land at the main beach but have to walk down past some rocks to launch and land.
Otherwise you have to go to like belmont shores in Long beach
There are other places, but they are way sketchy and you really have to be from the area to know about them.

Seasonally, when is there wind in the southern cali area? As well, do people ride Waddell this time of year?
