Cold is relative but its been nippy here in the Bahamas with the recent cold fronts pushing way down. Its rare to find temps in the 60's and even 50's but that's what we've had. Add some strong wind (25-30kts+) and my thin blood is having a hard time keeping my body warm using a Mystic 3/2 shortly with long arms. Even with 1mm top underneath.
The simple answer is to buy a thicker wetsuit like a 4/3 but its not that cold that often so I'm looking for a better thermal layer to put underneath- that ought to do it.
Recommendations?

Yeah, we've caught the front here in the Caymans, too. 70F feels freezing to me now! I must have gone soft! It just warmed up today, though.
I had a neoprene hoody, that I liked. Infact I just ordered another NPX one as the last one went missing. It has a hole for your harness hook to go through, so handy for teaching in. Toasty warm, too.
I have a13 yr old wetsuit which came with a separate titanium/neoprene under vest. I seem to remember it working quite well all those years ago - Maybe a titanium type insulating vest would help?
Seems like I'll have to wait a while before I need to use the new hoodie, though - back up to 78 tomorrow

60F = 15C, 50H = 10C.
At this temperature in UK I use a 5/3 wetsuit, boots and gloves.
I have also an helmet that somehow keep the head warm.

if u already have a 1mm top underneath don't think u have much else of an option than to get a warmer wetsuit...or just take the few cold days of the year off

Try a 2mm smooth skin top, like from Cabrinha or NPX. Wear it over your current wetsuit. Then, when there is just a bit of a chill, need more than boardshorts, wear the 2mm top with the shorts.

Here's some some POLYOLEFIN thermal layering that I use up here in the great white north.
You can get them here...

I use them under my 5/3. Unbelievable extra comfort and warmth. They wick water like nothing else.
Super light weight. I use the shorts and long sleeve shirt option which sounds like what you'd want as well.

Sorry for you guys.... up here at ~60F we're reaching for 5mm steamers, and by ~50F it's a good idea to add thick hood to it... Damn... 50F would feel like paradise right now because it's about 10F right now over here...

Ain't that the truth, we are colder than shit here also! A 30F day would feel like a heat wave for sure!!

That sounds like worth a try- did you see the 50/50 shirt? What do you make of this vs the straight polyolefin to be used under a 3/2 suit:
