i have used the 14m lots for racing on proper race boards and for winning at weymouth speed week in the uk,so i dont know how relevant it will be if you ate twin tipping or on surfboards but i can absolutely confirm that i wasnt giving anything away in all but the very lightest winds to kites like 16m crossbows and 16m rebels. it does have very good low end, i was flying on slightly longer lines than the rebels and a touch shorter than the crossbows , i think 8-9 knts and under i was struggling a little, my weight at the time was 84-86 kg

the speed event that i won, the main competition was a Best Tabou 17m again giving away size but not power wind was in the region of 12-16 kts on my race board (Ageura 59) to 18-23 kts std lines in a very small underground twin speed board.

as i say is that relevant to the kiteing that you do i don't know but it does definitely work while still remaining fun

I have a good experience on the rally 14, I flew it many times.

The most impressive quality of this kite is its turning speed compared to its low wind pull.

On my raceboard (airush monaro V2) I am able to stay upwind starting from 7/8 kts.
The kite is very light for its size and it flies stable in the sky just with 6 kts.

This quality is very important waiting for the green light with the kite up in the sky at the starting line and also surfing waves in very light wind.

Besides It is still a fun kite if you use it with a TT board and 10/12 + kts due to its speed and direct feeling
you will be able to jump and do tricks in very poor condition

The upwind ability is also amazing and the bar pressure is light and it does not increase in strong wind.

High end is round 20 kts.

Anyway
depending on your weight (I am 75kg ) and
If you are not interested on kiting in less then 12 kts
you can also buy the 12 Rally.
Is by far the most direct and fast 12 mt kite I ever rode

little more info

TURBINE OVERVIEW

Everything about this kite has been optimized to perform on
days when wind ranges are in there low end. The number
one way to increase your time on the water is by extending
what conditions make kiteboarding fun. The Turbine can be
combined with a Competition Race board, surf boards or a
Glide for mind blowing speed, power, upwind and downwind
performance. Bottom line is this kite increases the fun factor
and time on the low end of the wind range. The Turbine is the
perfect example of the way we build, the way we ride and
the way we live. Its our commitment to the core!

I have the 14 Rally and find it to be a fine light wind kite. Has the same or better low end than a 15M Rev. That is likely due in part to the longer lines SS put on the 2011 long bars. 27M.

Flies great and it is FUN to fly which is the most important thing. No fun mowing the lawn if you can't jump and play on a big slow sail. The 14 Rally is a blast!
