Its actually not far off this in some countries. In Australia, drivers under 25 have to show a P (instead of the usual L) on their cars to indicate they are on probationary plates. Personally I don't think its a bad idea for beginners to be obvious. If you see someone rigging a 12m in 30 knots and you can see they're a beginner (due to red lycra), you can immediately warn them before they even launch.
The problem comes with intermediates or a certificate of competency. Many students come through training but are still not qualified to take out kites in certain conditions so the certificate of competency gives them nothing. If you were to go this way, you'd almost need to implement a set of levels like Scuba diving to cater for specific conditions with guidelines on kite sizes for body weights. I.e. beginner 75kgs 12m kite <20 knots, intermediate 75kg 12m <25 knots, advanced 75kg 12m <30 knots with the ratings based on time on the water or number of years experience rather that ability to do specific tricks. Managing this poses a whole new level of problems which would be a nightmare and still wouldn't prevent accidents occuring through panic/stupidity. I.e. looping 5m from shore or someone not pulling the QR because they don't want to damage their kite.
