Its actually not far off this in some countries. In Australia, drivers under 25 have to show a P (instead of the usual L) on their cars to indicate they are on probationary plates. This limits their abilities like engine modifications, BAT (alcohol levels) are reduce from 0.02 to 0, limitations on passengers etc.

Personally I don't think its a bad idea for beginners to be obvious. If you see someone rigging a 12m in 30 knots and you can see they're a beginner (due to red lycra), you can immediately warn them before they even launch.

The problem comes with intermediates or a certificate of competency. Many students come through training but are still not qualified to take out kites in certain conditions so the certificate of competency gives them nothing. If you were to go this way, you'd almost need to implement a set of levels like Scuba diving to cater for specific conditions with guidelines on kite sizes for body weights. I.e. beginner 75kgs 12m kite <20 knots, intermediate 75kg 12m <25 knots, advanced 75kg 12m <30 knots with the ratings based on time on the water or number of years experience rather that ability to do specific tricks. Managing this poses a whole new level of problems which would be a nightmare and still wouldn't prevent accidents occuring through panic/stupidity. I.e. looping 5m from shore or someone not pulling the QR because they don't want to damage their kite.

That's like saying you can't snowboard in over 2 feet of snow, you know, those drifts could get deep and bury you....

A concern on rescue is certainly justified but it shouldn't result in bad legislation. Rescue can be a problem (because of terrain problems - as in this case - or communication issues or distance issues etc.) in a huge selection of extreme and non-extreme activities on sea, mountain, road or any terrain. Swimming, diving, trekking, driving, cooking, DIYing, you name it, you have it. There is risk in every human activity and restricting such activities in circumstances where rescue can be readily offered would result in a dramatic restriction of nearly all human activities.

Difficulty in rescue in high winds results from high wave, this generally means onshore or side-onshore winds, which means that when in trouble you can get rid of your gear on time (= training + minimal IQ), swim to shore and with a bit of luck collect your gear a few minutes later. Kitemares with tangled lines, uncontrollable looping, deep water injuries etc may (thankfully rarely) prove fatal but coastguard presence will not make a difference, it is all too quick to rely on rescue. Legislation should probably focus on training, certification and supervision of kiting activities so that dangerous situations can be avoided as much as possible.

San Francisco banned the "Happy Meal". Parents could not handle the pressure of their kids wanting the meal for the toys. Another Govt overstepping

Here new drivers have to put a large ugly sticker on their cars, there is also one for old drivers

how different are european countries!

in britain small seaside city spends millions in order to create surfable waves near its coast just to attract a couple of dozen young surfers and their friends to somehow boost the business life there.

and on another side belgium, country with wast shore line, trying to suffocate seaside tourism.

and their government makes decisions like this in between discussions whether to split up the nation or not?!

it is very interesting who is these opinion leaders who have came up with this kind of legislative draft acts? how they are justify so drastic measures? comparing with what statistics?

does belgium kitesurfing federation or union have asked help from other watersport federations or unions (eg windsurfing, kayaking, paragliding, sailing etc)?

i don't know answers to these questions, and i also don't like the wording and attitude of the petition so i wait with signing until it is correct and clear...
