Egypt maybe, but wind not as reliable as summer..but still you could hit 100%.

I'll be going to Dakhla, Morocco, there's also going to be the PKRA event end March / beg April.
Flat-wise, i'm having the impression it can easily be one of the best spots in the world. Wind statistics are great, but it's not a 100% like, say, Brazil.

Cowboy,
Jeremie Tronet just opened up a place that looks really nice on Union Island. From what I'm told, most have to fly into Barbados first, then take a small plane from there to St. Vincent, and from there a ferry to Union Island. A lot of travel, I know, but have a look at this video . . . you might find it's worth it.
