How much wind do you require? What is your kiting preference?
If it is not just big air, have a look at NE Brazil.
But that doesn't mean we have only 15-20knots daily. 2 weeks ago we had 30+ knots here almost every day.

Corpus has flat water like that all over the place. End of March through April is our windy season so you could score 4-5 days per week with 20-35 mph wind. Even with wind that strong you can find spots here that are butter flat with chop less than an inch. We also have some decent waves when the wind has been blowing several days.

Cubagua and Coche Islands off Margarita Island in Venezuela are DEAD glass smooth flat and windy then.

Go to youtube and watch some of the vids on those beaches as well as Los Roques.
The only problem I found was one time I went the place was crazy with small jellyfish!
