But I'm probably biased :D
Hi,

The OP asked "What is the windiest and warmest place to kite in the world?"
That place doesn't really count into such category (unless you grew up in Eskimo Country).

you want really warm weather and really strong wind:
bahia de tehuantepec, mexico!

Although it's probably too much of both  : when I was there, the temperature was close to 40 degrees celcius in the shadow every day, and the wind was super strong and super gusty (It's actually channelling through from the atlantic side to the pacific, goes over the mountain, so typically very gusty when it comes down to the coast again).

It's a bit of a similar phenomenon like in costa rica (copal) and nicaragua

25deg water temp isn't bad if you ask me.

Ok, ok, if we're going for windy AND warm.. then Western Australia.. but the water temp is cold.. or west coast Sri Lanka..
(but I still like Langebaan the best  )

if you could go anywhere to live and kite where would it be?
the reason i ask is that i was looking at visiting maui over the summer but it seems the variety of riding/launching places is limited and it can be quite gusty.
is there anywhere else that is as consistent/warm with flat/clearwater and waves than maui/HI?
Of all the places I know, without question, Southern coast of Madagascar.
So many incredible spots between Fort Dauphin and Anakao (and beyond).
But you shouldn't mind roughing it; no infrastructure between the two towns!
I was there last December, and my Ps4 6 was the kite I used most.
I can't wait to get back there. But perhaps not to live long term - I've been spoiled by too many comforts in Thailand.
Amazing wind, amazing waves, amazing lagoons.
Amazing fauna, amazing flora, amazing landscape.
Search for F-one's great movie Antandroy.

The Freo Doctor blows in WA in the warmer months, without fail.

it's actually a thermal rather than trade.

South Padre Island, Texas. Year round wind and warmth. Side shore winds everyday. Flat water kiting on the west side of the island, and downwinders in the waves on the east side. You could do a downwinder in the Gulf, get out, walk across the street, and kite in the flats.
