Hatteras is really good on a SW but what about a W or NW wind? Is clean or gusty?

W and NW are good if you know where to go. If it blows really strong though straight onshore, the water level will rise and some of the launch spots can get completely covered.
Most every direction though is good whether it's sound or ocean. You just have to know where to travel to find the right spots.

The temperature on the soundside varies a lot because it's so shallow. Seems like a few warm or cold days in a row can have a big effect on the water temps. I've had a few March sessions where I didn't need to wear a wetsuit (most other kiters did wear a wetsuit though). Definitely bring a wetsuit, but you could get lucky.
Oregon Inlet water temp today is 56 F

SW winds is best in the Spring and Summer time. We get more W or NW during the fall and winter.
Right now we had a very mild winter so it looks like spring will be here soon. It is suppose to be close to 80 degrees on the Outer Banks tomorrow March 2nd.
The sound water can be 30 degrees but if you get 4 days of 60 to 70 degrees it will warms up very fast since the sound is so shallow. So right now the sound is around 60 degrees and if we keep our air temperature above 60 degrees the sound will warm up really fast.
So in few words I think the best time to come to the OUTER BANKS will be April, May, June, July, August, Sept, Nov (this is for warm temperatures). Then Dec, Jan, Feb, March (will be for colder temperatures)

is there any period of time you'd consider it too cold to realistically be out there riding every day? we take off a few days in the winter here in fl because we don't have anything thicker than a 3/2 lol.

This winter has been very mild. People have been kiting in 4/5 and 3/4 wetsuits.
Normally January, February, and sometimes March are the coldest month for kiting on the OUTER BANKS.
But last winter was very cold here, but we still managed to kite. (see bellow pictures)
