I would recommend you find a spot of sandy beach with a really gentle slope to it, which might only work on certain tides. This will keep all the real waves several hundred meters out and you can ride the flat sections between the small reform in knee to waist deep water. Generally this will only happen on lower tides though and if the waves are big enough might still be dangerous.

Zmudowski State Beach looks like it might do, not sure what tide this photo is taken though.

Also right there is the Pajaro River pools, which look rather gnarly from an E.coli perspective but are safer than the ocean.

lol... aside from the great whites & Mavs slab hold downs, you are really selling it :D

There are some great spots in the areas mentioned and from I could see not shark infested 60ft (Hawaiian sizing) mountains. Ideally buddy up, talk to locals before going out & have fun !
