First of all - where do you live? In Spain, like your profile says? Are you sure that you want to bring your dog to the Philippines? I admit that I am not sure about the Spanish quarantine requirements, but there is a lot of rabies in the Philippines - so you will at least need an implanted ID microchip, vaccinations, and blood tests on your dog, to get him back into Spain again. Also, those are long flights for a dog (especially since I don't think there are any direct flights from Spain to Manila). It will be at least two flights in each direction (three flights if you also want to fly from Manila to Caticlan). And once you arrive on Boracay, you should know that there are some street dogs running around (the dogs have owners, but often run through the streets and on the beach by themselves). So, you should expect maybe a couple of dogfights until your dog finds his place in the local pecking order.

About places to stay with Internet, there are a lot of places close to Bulabog beach, which is the main kitespot. Most places have wifi Internet nowadays. Any of the kiteschools can help you find accomodation (and many of them have accomodation right at the beach).

If you are staying longer, you could look for an apartment after you arrive.

There is also mobile broadband (3G), but the 3G connection speeds on Boracay are not very good nowadays. Three years ago, the 3G connections on Boracay were reliable and fast (>2 mbps using Smart). However, nowadays the 3G networks there are overloaded and slow, and sometimes they don't work at all. So, a place with wifi is a bit better (but still not completely reliable).
