Looks like they're riding in some sort of squall or adverse weather condition and looks like rider is a young learner and the Dad is frantically trying to get to him/her... Plus no helmet on the rider... Shallow water too... Rider's not letting go of bar... I keep editing my post. I keep finding things wrong... Looks like a dangerous situation!

No helmets during a lesson.
The closest kite in the background does not appear to have a kiter attached to it, but I would guess he/she is down in the water and not up and riding.

I am sure I will get clobbered for asking this, but what the heck.

For initial stationary kite flying lessons would it be safer for the instructor to be hooked to the leash? Assuming a bar that flags to a single line. This way the kite could only drag the student so far before it would flag. I realize the centerline below the bar might be a hazard, but much less than a free flying student. Just a thought. Critique away.
