PKRA has too many stops that awesome talents like Carlos Mario can ever be world champion.
Only riders with money or full sponsorship.

guess you can argue the other way around - the more events the better as some kid lost in a far away place would have a better chance to engage, show his level and build support from there
....
though a main reason for kite to be part of ISAF was for kids as Mário to got the same level of support from their sailing national bodies as all the other kids in other sailing classes
