Help with access to Ilha do Faro (Portugal)

Hello all.

Kitesurf activity is forbidden here all year. Even if out of summer season the whole island is empty and there are no boats going on the lagoon.

This is a really big lagoon with kilometres of flat water and all directions are rideable. Its the only area for east winds in all Algarve.

During summer i could understand some kind of restriction, but in winter/spring/autumm it is completely empty but cannot be used, it doesnt make sense to have a windy day, perfect conditions and no access

I dont know. In summer water bikes go all over the lagoon, which makes pollution and is dangerous as they go full speed. That is allowed, and kiting is not
