If I say to you, give me a 1000 euros, you would say why? No I don't give you a 1000 euros.
If I lend that 1000 euros from someone else, 10e a month, and then say to you I don't have any money and I don't like to change my spending, so pay my debts, would you then pay? Of course not. Then I start crying I don't have any money to spend any more, because I have to pay the loan and interests, would you then pay my loan?
Ok, you don't pay my loan but you buy my loan so you pay to banks and the loan becomes then yours. I start crying, you give the bank the money but not anything to ME! But how the h*** should you have paid anything to me because you only bought the loan? Now I owe to you and you set the interest to zero that is actually giving me money because then I don't have to pay so high interests anymore. You will actually be paying my interests because you also have to loan that money from somewhere with higher interest rate. But to me it's so "confusing" that I refuse to understand.
BTW, I do understand why you wanted to show the external debts of European countries. Because the external debts are higher in some countries. But this whole mess is not about external debt, it's about governmental debt, and we all know how those charts are:
