EDT: He is not looping the kite at all.

I am not sure how to do this without looping the kite since you are dragging the front hand, but I am assuming that to turn the kite back he is actually depowering the kite and therefore loose both speed and power...well I guess unless he crosses the backhand over to the front of the bar...which seems like a bad habit to me.

well obviously that's the problem. Just figured he knew he had to loop it.

FWIW I do these quite a bit and what seems to work best is to just pull hard as soon as you finish the first 180* of the spin. That way you get the pull and a little more height to sort out the landing.

I've been working on backroll transitions and don't loop the kite. The problem I find is that when I come around and land, I find that I have floated a bit too close to the kite. I then slightly sink back into the water and don't have enough power to ride away in the other direction. I therefore have to bring the kite back up slightly to gain power and pull me up and then dive it again and ride away. I find it hard to figure out the "sweet spot" with the kite because if I pull too hard on the kite during the rotation to move it past 12 I risk being pulled onto my back partway through the transition before I have a chance to come around. If I don't pull hard enough I just end up sinking into the water when I've completed the rotation and have to work the kite again and pretty much do a water start. Practice, practice, practice!

Yah I agree, while it is possible to do without the loop I think the loop adds a lot to this move,

if you are underpowered you can't do it without looping. I mean toby will do this without looping but he's always riding overpowered that's the only way to do it without a loop.

If you are underpowered you must loop it. No other way.

Some nice examples of backroll transitions with a loop here (just need to add the hand drag):
