Just saw Eric Rienstra's Hatteras downwinder edit. There's a quick shot of him riding in front of the Pappy's Lane portion of the bridge. T-minus 4-6 months until completion?
Let’s see it less of a problem, more an opportunity. If you were the owner of the “Sounds Fabulous” house (one next to the bridge) how would you capitalize on the location?
To my knowledge the majority of where he's riding (Planet of the Apes) isn't considered refuge. (yet...) So not illegal. Just north of where the jug handle bridge is going is Pea Island Refuge. You're not supposed to kite up in that area. There are a couple of awesome slicks tucked up in there though.....

Also wherever it's national/federal land coast (Salvo Day use area, Planet, etc) - you can't run a business from there. Meaning kite schools can't do "official" downwinders or lessons
My main reaction to seeing that grass -it's full of barnacles and shells - they leave deep cuts if you bruise on that sh!t.
Not much happening with the new bridge for the last two weeks....which is good!
Looks like more work has been done at the northern end than the southern one at this point.

I'm not sure where you're getting your info saying that "you can be on the water all you want." The only spot I've found that addresses kiting there in the Pea Island regulations says "Kiteboarding and the use of Personal Watercraft are prohibited." To me, that means exactly what it says...No kiteboarding. Maybe I'm wrong, but this is where I found it:

We have a similar issue with birds down here in our national seashore. They've gone so far as to say not allowed there and for 200m offshore.
And spot on about the barnacles/razor mussels in the grass. You don't want to land ANYTHING, kite OR person, in that stuff!
Basically rangers don’t want you with your kite stepping on land. You’ll get a ticket and you can fight it in court and you also might win, as they reportedly said themselves. But they’d give you a ticket.
I’m not sure how close to shore they’d consider a violation.
