See, if he'd argue that, I would ask him what a kite looks like which is not moored, as opposed to a moored one.

That's a good one. Its funny, they actually define "airport" with a link to the Websters definition on the website but they don't define "moored." They like the ambiguity so that they can arrest you first and argue in court later and make their money. Its like that one time I was kiting naked and they tried to arrest me for indecent exposure but to indict for indecent expose they have to prove intent to offend or arouse etc. But I digress...
