The surfer always has right of way, because they paddle in. Period.

In saying that the kiter went around him and let him have the wave so maybe all good.

Yeah surfer has right of way 100% of the time, but the only way they can enforce it is if they beat you up in the parking lot. So don't cut in too much!

That doesn't sound right or make a lot of sense.

The surfer could have easily been cleaned up quite badly by the missile with the kite when he dropped in. That kiter only had straight line control at that speed, there was no way they had time to get out of the road of the surfer.

The general rule has always been the surfer on the inside of the wave has right of way whether it's paddle in, SUP, kiting. But ...... it's fair to say a kiter should be generous and share opportunities.

For the most part, I actively avoid being anywhere near surfers just because I can pick up so many waves away from them. Everyone gets to enjoy themselves that way.

Yeah that's bullshit. No one group owns the waves or has priority over others.

That said I typically leave the surfers too it. Their waves per hour ration is terrible.
I operate the who was there first rule and respect other peoples fun. If there's a bunch of surfers there I leave them to the wave. If i'm there first and a surfer paddles in, I'll keep doing what I'm doing and work around him. But I'm sure as shit not giving him the wave and moving on because he is more important than me!

Luckily that instance locally is very few and far between. When its windy the surfers aren't there plus theres plenty of other areas with as goo if not better waves that the surfers cant easily reach.

Correct me if I'm wrong but on the water a less agile vessel (here the kiter because the surfer could skip the wave or dive in) has the right of way, he was also on the right hand side of the surfer.

The crowd clearly thought the kiter had the right of way as they all started yelling "hey puta!" once the surfer dropped in on him.

The first and overriding rule is to avoid collisions. Another rule is that if you're on the wave first in principle it's 'your wave'.

The surfer may not have liked the fact that the kitesurfer was there, but he was. The surfer should not have dropped onto the wave after the kitesurfer because in doing so the surfer nearly caused a collision.
