That looks like a line stopper for your front line safety system? You can easily use just a ring and a stopper ball

The double ring is not needed. Just tie the trim line and one front line to the ring. Pass the flag line through the ring and put a stopper ball between the flag line and the other front line.

It is indeed a slingshot part from the older comp control bars (2010 or so). I think I have a few of these in my spares box.
