Great kiteboarding in Uruguay, part of the reason I ended up buying land there in Punta Del Diablo

Also pretty socialist, accordingly your mileage may vary if you are outside the argentine bubble. Plurality of people work for the government, therefore may or may not work hard and not always efficient, from what I have heard. This shouldnt interfere with a seasisde vacation though!
Maldonado region seems pretty adept at servicing needs of travelers.
Overall it is a nice place, peaceful vibe.

Their football team kind of sucks tho. Mind you they do great for such a small country, but still. ;-) (before anyone sends out the murder squad...it was a joke).

While legal for UY citizens, it’s not legal for tourists. On a related note, there is very high rate of alcohol consumption, but zero tolerance for driving drunk. Supposedly they fine everyone who has a positive test and mail foreigners’ licenses back to their home country.
Also don’t accidentally run through any checkpoints/ road tolls, a guy may come after you with gun drawn.

That's correct.
Although during summer season, the authorities turn a blind eye so as not to harm tourism too much.

First positive alcohol test you lose your license for 6 months, second time I believe it's 2 years, third time you lose it permanently.
