Aqua Seal bonds well to Neoprene as long as it does not have smooth skin wind resistant coating.....
I've never had any issues getting Aquaseal to stick to windskin.
One problem you will have though is the edge of the repair will bond too well and then if you stretch the suit the windskin will rip at the edge of the Aquaseal. In order to help prevent that I feather the edges of all my Aquaseal repairs.

One kite bladders wiping with rubbing alcohol first greatly improves the bond with aquaseal. You might try wiping your repairs down with alcohol too.

E6000 is something every kiter should have in their tool box.
Fixes so many things....and being that we wear rubber 10 months of the year Ive repaired MANY a suit with E6000 with success.
Its also good fo cracks in boards and anything that needs to be adhered together

Me too.
Cut up some old wetsuit for patches (always use a patch) I then cut the patch into a kidney shape, then cut the back off it so it is half thickness and the cloth back is removed.
Clean both surfaces. Ensure dry.
Apply black witch to both, stick then compress with 5 - 6 litre bottles of water, leave 24 hours. That seems to work for me, patches fine for a couple of years.
