Really? there exists kites before 2009 as good and infact more advanced than today. There is plenty of kites pre 2009 that are just fine. You can kill and injured yourself nearly just as easy on modern gear as some older. Some older release and safety systems are quite suspect though, but then look at the "latest" release from Ozone, progress is NOT being made! What a piece of shit.
In general if you are starting and buying older or even new gear ask for help. OP has done well coming here.
As to the gear in question, the kite is not the best for a beginner, board is a bit small and the price is ridiculous. But like people did when that gear was new you could learn on it quite safely given the right knowledge or help. There exists much easier and safer gear to learn with though.

Smart move! Getting help, getting educated is the best thing you can do starting in this sport. If you are tight on a budget head down to the beach and talk to some kiters, watch them, learn. Read and watch on the net, take it slow and smart.
My advice for you to remember is keep your down wind clear because that is what you will hit. And Water is softer than Land!
