Tell me which government of which country issued the IKO(for example) certification so it can be validated in another country?
None, IK0 is self proclaimed, I think they are based in the Dominican Republic so outside the EU anyway. They have been filling the void in countries without kitesurfing federation but as more countries are creating their own certification they are doomed to disappear.
Next step will be for the different federations to come to an agreement so that their certificates are valid in different countries.
