boosting and light wind are two different things ,
Try Core XR6 , but honestly if you find out what you really need get different kites for different things

I'd say the Zeeko Notus Air 12m is a decent compromise. Good for foiling in the 8-15kts range, and still pretty fun for freestyle on a TT afterwards. But then if you associate boosting with being super powered on your kite, and using a 12m in 23kts, then you'll need a more rigid and supported airframe than what a single strutter can provide in its top end. Anything over 18kts, and I'd happily downsize to a 9.
Boosting is always a matter of compromise in light winds anyway, so you may well be chasing a unicorn.

Cabrinha velocity was a great light wind kite and boosts as well. Apparently they’ve brought it back this year with a different name? I have not flown new one so can’t comment on it.

The new Ocean Rodeo Flite with alulla is looking like a pretty good candidate too. It's supposed to be much lighter than this years flite (in the range of a cloud of the same size).

That kite doesn't exist commercially yet and the wind ranges the OP is giving the Gen 6 Flite will be totally fine, they stay in the air down to 7-8 knots without looping.

Here would be my list:
Soul 12m - By far the best kite for what you want but it's expensive.
Ozone Hyperlink V2 11m/13m - Better all around kite that will make your boosting and foiling happy, watch some of Gunnar's videos.
OR Flite 12m/14.5m/17m - Best LEI for what you want, but not in the same class as the Soul. I own a 17m and it can handle up to 20 knots on a TT.
Ozone Edge 11m/13m - The old king of big air, I'm not a fan of the 5 struts but this baby boosts and foils well. Bonus is you can get a used one for cheap, they haven't changed much in 5 years.

pimpin' and trollin' here... In general, a foil kite with shorter lines makes for a great jumper and hydrofoiler. However, on the LEI side, I also say the Ocean Rodeo Flite. Particularly the V6.5. I happened to make a cheesy video on it a week ago.

My 10m flite is my favorite. Like you said, does well with most foiling and boosts nicely when it picks up.

Took my old 2007 first edition 16m Eclipse Thruster out after putting it away in the cupboard a few years back after buying new light wind kites! Wish I had never put it away such a well balanced kite and boosting and hang time very good think I will be keeping it out now and put the other kites back in the cupboard. :wink:
