forgetting all the nonsense in this thread, it is also important that the upwind kiter raise his kite. it is not the SOLE responsibility of the downwind kiter to take proper action. some times i lower my kite near the water surface (when downwind) and the upwind kiter keeps his way low too. annoying. dangerous.

A simple solution is to go downwind and keep short tacking them so they learn.
