I was wondering if I can use the new Mystic Stealth Surf Spreaderbar with my Dakine Nitrous shorts.

Mystic Stealth bar is attached to harness via 2x2.5cm webbing straps. These are quite a standard nowdays. If Dakine shorts' spreader bar is also attached using 2 one inch straps - it will be possible. The question will be what would you do with Stealthbar's wings(flaps)? These go inside the harness belt pocket and as far as I see the shorts do not have such belt sleeve. You can easily cut the flaps of course.

The webbing should be compatible.
I would NOT cut the wing flaps off completely but you might have to trim them slightly depending on what size harnesss and bar you have.

What about the ION C-Bar Hook / Slider 3.0 2020? Is this compatible with Dakine Nitrous?

If Stealth is compatible, C-Bar will fit as well. Both use same double 2.5cm straps. ION also have a slot for single 2" straps. Also ION does not have the wings, so might be a better suited for Dakine shorts.
In general every bar with double 2.5cm webbing straps will be compatible.

Yes!
The C-Bar3.0 has a quick release buckle that locks into place, so it will not come unlocked or unhooked as long as the straps are tighten.
Ion has a new C-Bar indicated on their website (2021 version?) that has a buckle design that looks much closer to Mystic's.
One thing to consider with the Stealth s-bar is the pad is more bulky vs the low-pro "bone" shape pad on the C-Bar. Since you're using it with a short harness, the s-bar sits lower over the abdominal area. Dakine's s-bar is similar in shape to the C-Bar, so you'll have the same feel and fit with less restriction vs the Stealth.
Warning: The Stealth and C-Bar s-bars DO NOT come with a knife nor a dedicated slot for a knife. You will need to get a knife w/ case to attach to one of the harness straps. Eezycut's Trilobite is the best knife imo. Mystic's safety knife does the job too.

I would recommend avoiding the C-Bar Slider 3.0 and getting the Hook/Slider 3.0 version. The Slider only version has a simple QR buckle attachment (two hooks) which just snap down and lightly lock into place without tensioning. The Hook version comes with a cam-over buckle (w/ same two hooks) that both tensions and locks into place.
