As most people are saying here, there seems to be no point going out in sub 15 knots unless you are foiling.
Don't limit yourself to only going out in 15+kts. As a beginner, you can
absolutely have fun at 13kts. I'm 195# and was riding an 139x42 with a 14.5 Flite just the other day in 13kts. In fact, I haven't been on a TT in almost 2 years and decided to break it out because the winds were "pretty good" LOL
At 13kts, I can come out of a laid-out gybe (well, in my mind's eye at least
) and ride away with power toe-side. I've only been kiteboarding for 3 years and i'm not a good jumper but reckon I was still able to jump maybe 6-8 feet? If you're just a beginner, I'd think you'd still be happy to do that.
Switched to my s/b for the last hour and was still able to practice learning duck tacks and making a couple.
This is all flat-water stuff.
If you want to go out in the ocean, then I agree, 13kts is the bare-minimum and 15+ is preferable.
