I use a jacket like this over my wetsuit.
Works a treat. Stops the wind and keeps me warm.

if you dont want to wear a jacket kind o the thing - this >>>
https://sharkskin.com/collections/water ... -vest-mens
the vest keeps you shoulder and arms movement the same worn under a wetsuit . They are wind proof and keep warmth in your core.
On really cold days they can make a really big difference. Bit pricy, but they work.

It is the Problem of the new wetsuits not having the silky Skin on the outside anymore.
In Gernany many use this one.
In NL I have Not seen anybody with it

I have tried the 'baggy' wind breaker but I find they collect water after a few falls
My favourite is the NP Combat Skin Top but like Longwhitecloud I also wear a neoprene vest under my wetsuit. If I am still cold then I switch over to my OR Soul Drysuit which always keeps me warm and dry.
