I use a USD 1 nylon laundry bag for each kite (who pays $15 for a nylon bag??) and 5 kites fit easily into an IKEA Tostero bag that is I guess 200 liters ($ 20). Fun fact: the Ikea zipper still works perfect after 5 years, the old North (now Duotone) kite bag zippers lasted 2 years tops.
P.s. I use another Tostero as my board bag too!!

19.99$ and 180 liters. can't beat that..
Thinking, would cutting off the shoulder straps from an older kite bag and replacing the Tostero handles work?
or this method with bags that have handles not shoulder straps..

maybe just two of these plastic buckles to tighten them according to how much gear you have in it. If you only have 2 kites you want the shoulder straps tight but if you have it packed with 5 then they need to be longer length.

I use these. They aren't big enough for what OP wants though. I can JUST squeeze 2 kites (5 strut) into the bag and a bar but only if the kites are well folded and there isn't room for the pump or a harness. The other point is that the straps are fairly narrow so they aren't that comfortable if you have a long walk. I have done a 20 minute walk with this setup and I wouldn't really want to go much further without an impact vest to cushion it.

On the plus side, the zips don't seem to seize like some kite bags do so I still have 3 spares hanging around as I assumed I would go through a new bag every season.

I just ordered one of the blue ones and 2 of the back ones. I kept seeing online that they had them at the local store but when I went to the store they didn’t have them so it was easier to order and have them delivered for only $5 to my door. There was a smaller bag that looked good for bars but they said they were out. The local store only had a few registers open and a very long line going back into the store.
