as you plan to use the kite in lower winds i would rather recommend light wind kites. both the edge and rebel are great for boosting and have great hangtime but they are not my favourites for light winds (heavier 5 struts and tricky to relaunch). you might wanna look at light wind specific kites such as the ozone zephyr or duotone juice.
foils are an alternative but you mentioned they are not the right tool for you. IMO especially in light winds (and depending on your local spots) they have their advantages over LEIs.
