A hooded west can be an alternative for cold weather/water. Neo hood with thermal vest.
Keeping your head and torso warm makes a huge difference for overall comfort. Ripcurl flashbomb is a good example. It seals the the neck too and you can regulate the heat on water by pulling the hood on or off.

i prefer a kayaking drysuit for cold water places...
long johns underneath and some lobster gloves kept me nice and toasty in ridiculously cold places like seattle..

I like them a lot! In addition you can try a 1mm/1.5mm wetsuit top with a hood under your wetsuit.
