If you translate that lake name :Creve coeur from French to English you get this :
Heartbreaking / heartbreaking sight.......pretty much what that pond is....in order to practice getting good at this new hobby
We do not want to discourage you but just pointing out the reality of it all
When you see people out there riding it is normal to fall in love with the "idea" of the sport

Best piece of advice is get an instructor and some lessons. Then figure out the equipment. Its good fun to start considering gear, but you are not quite there yet.
I would be highly skeptical about $700 for a full package. Do you have a link to the offer?
Here is a quick list of shit you need:
Kite
board
Bar / lines
harness
leash
pump
Now kites and boards have incredibly many variations. Board can be twintip, surfboard, foilboard etc. and each of them have tons of variations. I assume you are probably going to start with a twintip, then maybe a foil since you are thinking of a lake. Kite, just get something easy. Modern kites have a wide variety of conditions and skills they cover. Take the Naish Pivot. It has won redbull king of the air high jumping competition many times, but it is still fine to use as your first kite. Anyway, welcome to the madness. Time to get stoked.

But maybe he can answer the eternal question in every kiters mind..."can it be kited?". I tried to answer one of those questions about a month ago...turns out it could, kind of but not really. Now that question is out of my mind for that location.
